Humanitarian Tinubu’s Pet Project: The Resettlement Scheme for Persons Afflicted by Conflict Housing Project (RSPIC-NEMA) is to be Commissioned in Kaduna Today

The vision and idea behind the “Resettlement Scheme for Persons Impacted by Conflict” – RSPIC-NEMA Housing Project began to take shape in the early days of President Tinubu’s presidency, shortly after he was sworn into office. The RSPIC project is an initiative of the Federal Government of Nigeria under the leadership of President Bola Ahmed Tinubu GCFR, ably assisted by the Vice President, and executed under the template of the “Renewed Hope Agenda” of the President Bola Ahmed Tinubu’s administration.
It is common knowledge that the President, during his presidential campaign, was the most travelled candidate among the candidates in the 2023 presidential campaigns. This led him to travel far and wide into the nooks and crannies of all 36 states, including Abuja, and across the 774 local government areas of Nigeria, where he sought votes from the electorate and witnessed firsthand the level of human suffering caused by banditry, terrorism, kidnappings, communal conflicts, and herder-farmer clashes. This experience deeply touched his humane nature, and he felt concerned about the situation of internally displaced persons and the harrowing stories he heard from the victims themselves.

This prompted him, upon assumption of office, to take action to resettle poor and vulnerable victims in rural communities who were victims of banditry, terrorist activities, violent kidnappings, farmer-herder and communal clashes, which had rendered thousands of impoverished rural dwellers homeless, across the North-West region, and in Niger and Benue States in the North-Central region. The most affected states are five (5) in the North-West region, namely Kaduna, Katsina, Kebbi, Sokoto, and Zamfara states, and two (2) states in the North-Central region, namely Niger and Benue states.
The housing project, which is to be launched today, has passed through several stages of identification. The project was initially named the “PULAAKO Housing Project”, but was later renamed the “RSPIC-NEMA Housing Project” by the supervising agency, under the current leadership of a seasoned and professional administrator, the Director-General of NEMA, Hajiya Zubaida Umar. Under her guidance, the project transitioned from the drawing board to the execution stage and is now in the final stage of commissioning.

The ground-breaking ceremony took place at the Tudun Biri project site and was performed by the Vice President and Chairman of the Board of NEMA, Sen. Kashim Shettima GCON, representing President Bola Ahmed Tinubu, on Friday, July 5, 2024, at Tudun Biri village, located in Igabi Local Government Area. This same village was also the scene of an unfortunate incident involving a case of “friendly-fire”, where a military drone targeted a gathering of Muslims celebrating the Muslim Maulid religious festival, leading to a large number of fatalities and serious injuries among villagers from within the village and neighboring villages.
The Vice President, being a leader, immediately took charge and became the driving force behind the conception and actualization of this laudable project, aimed at providing succor to the families of the victims, including family members, orphans, and widows, as well as those who suffered injuries. The President and the Vice President provided solid leadership and necessary support to ensure the project’s successful takeoff. He leveraged his vision and private-sector experience, seeking support and professional advice from experienced developers in the private sector.
He ensured cost-stability for materials by engaging major manufacturers and suppliers of essential building materials, such as Dangote Cement and Bua Cement, among others, in the planning and steering committees. Co-opted members included dedicated professionals and companies in the construction industry, regulatory and anti-corruption agencies, such as the EFCC and BPP, to ensure full transparency in all financial transactions and aspects of the project.
Acknowledgement is also due to the many public officers and civil servants across MDAs, private and public sectors, and the consultant who worked tirelessly to develop the concept note, design, and implementation roadmap for this project. Credit must also be extended to the Deputy Chief of Staff to the President (in the Office of the Vice President), Sen. Ibrahim Hassan Hadejia, and his staff, who provided the bridge that smoothed the path for effective communication and synergy among participating MDAs during the pioneering and planning stages of this project.
Before NEMA took over as the supervising agency, the Office of the Deputy Chief of Staff to the President served as the engine room and pro tem secretariat for the project, hosting and chairing many sessions and meetings. His deep understanding of the project facilitated its smooth takeoff. With the appointment of the Honorable Minister of Housing and Urban Development, Arch. Ahmed Dangiwa, as Chairman of the Steering Committee, the Minister brought decades of experience as an architect, consultant, and administrator to the project.
The DG-NEMA provided exemplary leadership, guidance, and management of the contracting firms involved in the project’s execution. Her leadership led to the successful completion of this legacy project in Kaduna, which is now awaiting commissioning. The project is a gated community, comprising five (5) blocks of 3-bedroom bungalows, toilets, outdoor kitchens, fenced walls, a primary school, boreholes with reticulated water piping, and tarred, laterite, and untarred roads.
The RSPIC project is to be commissioned later this morning by H.E. the President, Commander-in-Chief of the Armed Forces of Nigeria, His Excellency, Sen. Bola Ahmed Tinubu, GCFR, represented by the Vice President, H.E. Sen. Kashim Shettima, GCON, who provided leadership, direction, and was the driving force behind the project’s success.
The host Governor, Sen. Uba Sani, CON, must be appreciated for providing necessary infrastructure and exemplary support towards the project’s success. The contractors, DUO-CREED LTD & SYNDIAN NIG. LTD, are commended for their professional execution of this monumental project.
Finally, congratulations to the people of Kaduna State and the benefiting community of Tudun-Biri village, Igabi LGA, Kaduna State, and to all government agencies involved, for their service and participation in providing this laudable national project for humanity and towards achieving a peaceful society and greatness for our country.
I conclude by extending warm congratulations to President Bola Ahmed Tinubu on the commissioning of the RSPIC-NEMA Housing Project, aptly named after him as the “BOLA AHMED TINUBU HOUSING ESTATE”, Tudun-Biri, Kaduna State, today, January 30, 2026.
